This is the temperature and humidity in the basement and relatively constant in the area suitable for wine cellar? If there is (probably), then it is absolutely necessary professional help - and more than that, you might find wineries (try Google, eh?) Be safe and that the plan design and adequate insulation against moisture.

Get professional help and make it right the first time. You can build your own, but contractor we will guide you through it. In the long run will save money and not be disappointed when you get a lot of envy port 75 and open it.
